William G. Brennan  

William Brennan is the Executive Director of the California New Motor Vehicle Board, a state forum for regulating and settling disputes between franchised new motor vehicle dealers and the manufacturers or distributors of these vehicles, which include automobiles, motorcycles, and recreational vehicles. He is also President of Worldwide Safety, LLC, which is a product development company located in Sacramento, California.

Mr. Brennan has both private and public sector experience. He is a licensed California attorney since 1972, serving business and corporate clients in a variety of areas, including strategic business planning, regulatory business, public policy, government relations and corporate and small business development.

His public service includes a year at the White House, Washington, D.C. in 1984, senior advisor to Senator Pete Wilson in Washington, D.C. from 1985 to 1987 and appointment as deputy secretary and special counsel for the Business, Transportation and Housing Agency by Governor Pete Wilson from 1992 to 1999.

       

Earl G. Fields

Currently a housing and community development consultant, Earl Fields was Field Office Manager with the U. S. Department of Housing & Urban Development from 1978 through 1994. He was responsible for the administration of Single Family Mortgage Insurance Program (FHA) for a five-county area in Southern California; was the principal representative for the Assistant Secretary /FI-IA Commissioner of HUD to local city and county government, residential home building and mortgage banking industries; managed a staff of as many as 100 real estate appraisers, loan specialists and underwriters, real estate sales agents, asset management specialists, loan servicing, clerical and administrative support staff; and was responsible for the planning and development of industry training seminars and conferences.

For the 10 years prior to this position, Mr. Fields held various management and representative positions with HUD for urban renewal, model cities, insured multifamily housing, college housing, and community development programs.

Mr. Fields serves on the Board of Century Community Development, Inc. and is President of EGP & Associates, which specializes in housing and community development issues involving HUD/HFA.

       
Carrie Hawkins

In 1993, Carrie Hawkins was elected the first woman President of the California Mortgage Banker’s Association. She also received that organization’s Distinguished Service Award in 1998. In 1995. Mrs. Hawkins sold Trinity Mortgage Company, of which she had been the owner and President for 15 years.

She served as Governor Wilson’s appointee on the board of the California Housing Finance Agency as Vice Chairman. Mrs. Hawkins has also served on the board of the California Housing Partnership Corporation; the Fannie Mae Advisory Board; the LINC Housing Corporation Board; as President of the Southern California Mortgage
Bankers Association; and the Board of the Association of Professional Mortgage Women. She is a member of Lambda Alpha, a premier international real estate society.

Mrs. Hawkins serves as Chairperson of Century/LIFT and serves on the Boards of Century Community Development, Inc. and the Century Community Charter School; she sits on Claremont Institute's Committee on Local Government and is a former Vice Chair of California Housing Finance Agency (CalHFA).

Mr. Hertzberg is a Partner with Mayer, Brown, Rowe & Maw Law Firm in Los Angeles since 2002. Prior to that, Mr. Hertzberg was Speaker of the California State Assembly from 2000 to 2002 and a member of the Assembly from 1996 through his term as Speaker. He is also Director of Solar Integrated Technologies, 2002 to present.

Mr. Hertzberg is the recipient of numerous awards and honors. The California State Assembly Capitol Institute was renamed the Robert M. Hertzberg Capitol Institute in 2002. Other awards include the California Building Industry Association 2002 Special Achievement Award; Los Angeles Daily Journal Top 100 Lawyers in California, 2001 and 2000; California Highway Patrol Legislator of the Year, 2001; and Project Restore Outstanding Contributions to Historic Preservation of L.A., 2000.

Mr. Hertzberg serves on the Boards of Directors for the Mexican American Legal Defense and Educational Fund (MALDEF), the Board of Counselors for the USC School of Public Policy, the Board of Visitors for Pepperdine School of Public Policy, and is a Keston Fellow at he USC Keston Institute for Infrastructure. He is a member of the Southern California Leadership Council and has served as Co-Chair of the Pre-School Initiative in Los Angeles County, and as Chairman of the Los Angeles County Economic Development Corporation (LACEDC).

Diann Kim is a partner with Overland Borenstein Scheper & Kim LLP. She has more than 18 years of experience in commercial litigation. Ms. Kim specializes in civil antitrust and unfair trade practices. She has handled numerous complex business disputes in federal and state courts for jury and non-jury trials and appellate hearings.

Ms. Kim recently served as Of Counsel with the law firm of Winston & Strawn. From 1993 to 1998, Ms. Kim served as an arbitrator in the Los Angeles County Superior and Municipal Courts. She was deputy general counsel to the special advisor for the Los Angeles Police Department’s Board of Police Commissioners following the 1992 Los Angeles riots.

Ms. Kim serves on the board of trustees of Hood College in Frederick, Maryland, and Polytechnic School in Pasadena, California. She is currently serving as Chair of the Board of Directors for Shelter Partnership, Inc., a nonprofit organization for the homeless in Los Angeles County.

G. Allan Kingston, who was named one of the twelve most influential people in housing in 2004 by Multi-Housing News, is President & CEO of Century Housing, a nonprofit affordable housing lender based in Los Angeles. Century’s real estate financing and development programs have added more than 13,000 units of affordable housing in 220 developments, located in 72 communities, throughout the Los Angeles metropolitan area. They have brought to reality Century’s theme: “More Than Shelter®.”

As well as being a Member of the Century Board of Directors, Mr. Kingston also concluded his term as Chairman of the Board of Governors of the National Housing Conference in June 2006, and serves as a Board Member of the National Association of Affordable Housing Lenders, the National Housing Development Corporation, the Center for Housing Policy, Shelter Partnership of Los Angeles, The Campaign for Affordable Housing, L.A. Family Housing, and he is the former Chairman of the California Housing Consortium, and a Member of the Affordable Housing Council of the Urban Land Institute. He has chaired the Los Angeles Mayoral Housing Summit for the past three years, and this year served as Co-Chair. He is the President of Century/Learning Initiatives for Today®, and has also previously served on the Board of Directors of the National Coalition for Homeless Veterans and Housing California. He was recently elected to the Board of Directors of the National Alliance to End Homlessness.

Under Mr. Kingston’s leadership, Century Housing received the “Corporation of the Year” Award in 2006 from the Los Angeles Center for Law and Justice, and Los Angeles Mayor Antonio Villaraigosa presented him with the 2006 Getty House Foundation Helen Bernstein Award, in recognition of his work in providing educational opportunities to at-risk youth. The Southern California Association of Non-Profit Housing named Mr. Kingston 2002 Advocate of the Year for his work in the success of Proposition 46, the $1.2 billion bond issue for affordable housing. Mr. Kingston was also honored by the Good Shepherd Center for Homeless Women as co-recipient of the 2002 Sister Julia Mary Award, along with Century Board Member Steve McDonald and his wife, Judy. Also in 2002, Mr. Kingston received L.A. Family Housing’s 2002 Family Housing Legacy Award.

Prior to joining Century, Mr. Kingston directed the private real estate development activities and projects of large corporations for several years, and was a partner in several commercial real estate and residential projects in California, Hawaii, and the Midwest. He managed large-scale residential and commercial projects for, among others, Tecon Realty Corporation, Le Meridian Hotel (Coronado), Oceanic Properties (Castle and Cook), The Hawaiiana Company, Centre Properties, and University Development, Inc.

His focus on urban issues began with government organizations: he served as Executive Director of the Fresno Redevelopment Agency, as Deputy Director of the Oakland Redevelopment Agency, and with U.S. HUD and HHFA its predecessor agency.

Allan and his wife Patti, have four children, all grown. They reside in Culver City.

Mr. Lopez is an independent consultant in the area of affordable housing finance and development. He previously served as President and Chief Executive Officer of the California Community Reinvestment Corporation, which funds low-income multifamily housing throughout the state of California.

Mr. Lopez has also served as Director of Community Lending for Citibank, and was Chief of Housing for the Association of Bay Area Governments. Mr. Lopez serves on numerous local, state and federal advisory committees on affordable housing policy, and has lectured on housing finance, housing policy formation, and community relations at a number of universities.

Mr. Lopez serves as Chairman of the Board of Directors for Citizens Housing, is President of the Board for Building Futures with Women & Children, and is also Chairman of Bay Area LISC's Local Advisory Committee. He is a member of CalHCD's Development Loan and Grant Committee and LACCDC's City of Industry Review Panel.

Mr. McDonald is Managing Director of Trust Company of the West, specializing in trustee and asset management services for labor unions and nonprofit organizations. He has also been a Senior Vice President with Crocker Bank, and a commissioner of the New York City Treasury.

Mr. McDonald serves on the Board of Directors of Catholic Charities of Los Angeles, the Monterey Institute of International Studies, and Middlebury College. He has served on the Board of Directors of Meridian House International and the Big Brothers of Los Angeles.

Louise Oliver is the Regional Operations Officer & Director of Government Contracts for Goodwill Southern California.

Mrs. Oliver is the former Deputy Director of Real Property of the Western Region of the Federal General Services Administration (GSA), where she served since 1989, responsible for the supervision of more than 10 million square feet of Federal Government-controlled space. She worked with the Federal Government since 1963, with GSA and the Department of Defense.

Mrs. Oliver serves on the Boards of Century/LIFT, Salvation Army, Westwood Transitional Village, Harry Pregerson Federal Child Care Center, Mission Community Hospital, and Rhythm Gym, a Project of Community Partners. She has served as Chairman of the Los Angeles Combined Federal Campaign (United Way), and on the Boards of Bell Shelter, Wilshire West Federal Credit Union, and the Boys and Girls Clubs of Greater Los Angeles.
